Just Cause 4 Cesar’s Theory Walkthrough

The mission starts off with a briefing from Mira’s co-worker and apparent conspiracy nut, Cesar. He’s been tracking the sharp increase of tornado activity near Zona Tres, and has come to the obvious conclusion that lizard people are responsible. You, on the other hand, know it to be the work of the Black Hand.

Reptilian or not, Cesar has captured video of the tornados and has figured out that some sort of ship or drone is controlling them. Assuming the ship that controls the tornados has a power core you can use to take down Zona Tres’ defenses, you devise a plan to build a stormchaser, trap a tornado, and dive into the eye of the tornado to get your hands on that power core. Sounds easy, right?
